摘　　要：城市规划是政府干预城市发展的重要手段。然而,在政治经济转型时期的中国,在规划决策领域围绕政府这一决策者的寻租活动日趋频繁,它极大程度上破坏了城市规划科学性、民主性和法制性,造成城市规划决策的失效。该文通过规划领域政府干预的寻租分析,探讨了这种行为产生的原因,并提出一些制度上的改革创新建议。Urban Planning is the important measure that government used to intervene in urban development, However, Politics and economy transition promotes the re-form of urban planning in China. Rent-seeking activities of government increasingly occur in urban planning. It does great harm to the scientific of urban planning and leads to the invalidation of planning decisionmaking. By analyzing the rent seeking by government intervention in urban planning, this paper discusses the origin of this activities, and then brings forwards some countermeasures.
