摘　　要：对比分析教育部1987年颁布的《普通高等学校图书馆规程》与2002重新修订的《普通高等学校图书馆规程(修订)》,指出其中存在的问题,以期为中国图书馆法治环境的研究提供参考。提出在中国图书馆法尚未正式立法前,《普通高等学校图书馆规程修订》对于高校图书馆工作具有导向性和规则性的功能。This paper makes a comparative analysis between The Regulation of the General Higher Academy Library published by Ministry of Education in 1987 and The Regulation of the General Higher Academy Library （The Revised Edition） in 2002, meanwhile, points out the existing problems so as to provide reference to the research of Chinese library legislation.
