摘　　要：过渡时期总政策的实施,一方面继承和发展了马克思主义,使我国建立了社会主义制度,另一方面也在社会发展中产生了一系列社会问题。这些问题产生的原因是多方面的,从政策科学的视角看,政策问题建构的科学性直接影响政策的效果。在这项政策中,政策主体把取消私有制建构为宏观政策问题,对此进行科学性探讨,或许会对这一系列社会问题的产生得到一个自然的释解。General policy in the transitional period embodied the inherence and development of Marxism, which prompted oor country to build up socialist institution; however, it also led to a series of social problems in the social development. These problems are arisen from many sorts of causes. Frum a policy science perspective, the scientificalness of policy design directly affected the results of policy implementation. During this policy process, the policy subject regards canceling private ownership as the macroscopic policy problem. The discussion of the scientificalness maybe could reach a suitable explanation to these series of social problems.
