摘　　要：文章通过分析在我国建立保安处分的理论与现实合理性,提出了在我国刑法体系中建立完整的保安处分制度的实体设想和程序设想,以期其在成为我国刑罚体系的组成部分之后,能够更加有效地实现防卫社会的目标。Through the analysis of theory and reality, this paper proposes the procedure imagination and entity imagination of establishing an integrated security measure system to secure the society effectively.
