摘　　要：2005年新《信访条例》的颁布和实施,为缓解信访洪峰,构建和谐社会作了重要的制度性安排。本文以对2005年《信访条例》的解读为基础,从信访制度的目的、功能、权利和程序保障等诸多方面对现行《信访条例》的发展和完善作了较为客观的分析和总结,希冀能对进一步完善我国的信访制度有所裨益。The promulgation and implementation of 2005 Complaining Settlement Regulations are very important to alleviate the complaining peak and construct a harmonious society. This paper analyzes objectively the development and perfection of the Regulations from the angles of the aim, function, right and process guaranty of the complaining settlement system, in orcer to perfect the system in our country.
