摘　　要：西部是中国石油工业的发祥地,也是中国陆上石油工业再次腾飞的双翅。论述了党和国家提出的实施西部大开发战略对加快我国社会主义建设和实现石油工业二次腾飞、再创西部石油辉煌的重要意义。简要阐明了搞好石油企业职工人才资源开发和教育培训与再创西部石油辉煌的紧密关系,并详细论述了中国石油天然气集团公司领导重视,完善体制,建立激励体制,采用多种方式,加强石油职工人才资源开发和教育培训的基本作法、模式以及已经取得的显著成果。This paper discusses the importance of the stratagems on big development in the west of China for the development of facilitating petroleum industry and reconstructing the glory of western petroleum. Meanwhile, it briefly illustrates the close relationships between talent resources development, education & cultivation and resplendence of the western petroleum. In addition, the paper presents the fundamental ways of education & cultivation and strengthening the talents cultivation.
