摘　　要：文章主要探讨了城市地下空间开发利用应注意的问题,提出应注重先决条件分析、注重功能类型的合理选择、注重生态环境保护、注重地上地下协调发展、注重平战结合以及注重近远期统筹安排,强调对地下空间资源的合理适度开发利用,并以常州为例进行实证,以希对兄弟城市的地下空间开发利用起一定的借鉴作用。The article has mainly discussed the problems, which are considered in developing the underground space of a city, it proposed the problems considered including analysis of the preconditions, choice of the functions and types, protection of the environment, the coordinated development of the ground and underground, the combination of application during peacetime and during war and overall arrangements for short-term and long-term use. It stressed the appropriate development of underground space and took Changzhou as an example for analysis. It will provide a reference for other cities.
