摘  要:一所地方高校如何发展,特别是一所贫困地区的高校如何发展?这是中国许多地方高校碰到的难题,也是世界许多发展中国家地方高校面临的困境。对临沂师范学院的案例分析发现,进行合理的战略选择和有效的战略管理是其走出困境的重要途径,而为地方服务的办学理念的确立,地方政府的积极投资与政策支持,各种资源的有效整合与运用,以及在扩大规模的同时注重质量的提高等,是使临沂师范学院摆脱困境获得发展的基本经验。How can a local university develop rapidly, especially when it is in a region of poverty? It is a difficult problem for many local universities in China ; and it' s also a dilemma in a lot of developing countries throughout the world. From the case study of LinYi Normal University, we can find that the carrying out of a reasonable strategic choice and effective strategic management is an important way to extricate itself from a difficult position. Moreo- ver, the establishment of the notion that serves the local; the government support in finance and favorable polices; the rearrangement and effective application of all kinds of resources; and the stress on the instructive quality as well as quantity, are all the virtual experience of LinYi Normal University derived from its fight from predicament.
