摘　　要：“法治”既是一个法学概念,更是一个政治学概念。“法治”是法与政治的关系最为集中的体现;“法治”内含政治正义等基本的政治价值;法治是政治权力运行的基本限度;法治是理性的政治、驯服的政治、有序的政治、和谐的政治;法治的实施依赖于宪政民主制度。＂Constitutionality＂ is a concept of law and of politics as well. It is the clear the relationship between law and politics, implying political values like political justice, embodiment of serving as basic bound for the operation of political power. Constitutionality is rational, cultivated, orderly, harmonious politics whose implementation relies on the system of constitutional democracy.
