摘　　要：城镇化进程的加快,使大量的农用土地被征用,因而产生了失地农民问题。文章从失地农民问题的现状入手,指出失地农民问题的根源在于土地征用制度存在着严重的缺陷,主要表现为:土地征用权的滥用、征地补偿标准偏低、失地农民安置方式不科学、司法救助体系缺乏,并针对缺陷提出了完善土地征用制度以解决失地农民问题的具体方案。The course of urbanization in China is speeding up and a lot of farmlands are requisitioned. It causes farmers lose their farmlands. The paper analyzes these problems and points out the roots of these problems consist in that the system of land expropriation and requisition has some shortcomings. For example, abuse the authority of land expropriation and requisition, the level of land compensation is very low, the ways of arranging farmers are not rational, the system of laws and regulations in this field is not completed. Then the authors put forward some proposals for improving the system of land expropriation and requisition and resolving the problems that farmers lost their farmland.
