Why Counter-terrorism Breeds Yet More Terrorism

摘  要:The terrorist attacks on September11, 2001 are the most notable event that has taken place since the end of the Cold War. On the fifth anniversary of the September 11 event, the editorial department of Contemporary International Relations sponsored by China Institutes of Contemporary International Relations held a seminar on Chinese di- plomacy and the changing international situation. More than twenty specialists in the field of international relations attended the seminar. We have brought together some of their points in the hope that they would help our readers in their studies of international strategic cir- cumstances as well as China s foreign strategy.The global campaign against terror has achieved considerable success over the past five years since the events of 9/11. The Taliban forces in Afghanistan have been destroyed and Al-Qeda has received a devastating blow. In Russia, Chechen secessionist ten'orist forces have also suffered heavy losses. Nevertheless, the major terrorist attacks that took place in the UK, Spain, Russia, Iraq, India and Indonesia clearly demonstrate that terrorism has not yet disappeared.
