摘　　要：由于无线技术的飞速发展,使得移动通信的更新换代加快。虽然第三代移动通信(3G)具有很多优点,但是由于第二代移动通信(2G)的建设已进行多年,其设备不可能立即全部淘汰完全采用3G设备,因此在很长时间内会出现2G和3G并存。而且由于全球不同国家和地区有着不同的标准和协议,实现无缝漫游则成为重要难题。软件无线电(software radio)系统可以根据与其连接网络接口和所要支持的功能进行自我重构,并能提供更高的服务质量。As the development of wireless communication, the update of mobile communication expedite. Although 3G is much better than 2G, 2G has been constructing for many years,it＇s impossible to use 3G replace 2G, so both of them will exist synchronously. And there are many different standards at different continents, so how to realize wireless handoff become difficult problem. Software Radio（SWR） system can be reeonfigurable to suit the function that the aecess of the network can support, and it can provide better QoS.
