摘　　要：为克服陕甘宁边区存在的腐败现象,毛泽东领导党和边区政府进行了廉政思想建设。通过全心全意为人民服务的宗旨教育、艰苦奋斗的作风教育、干部教育、开展整风运动及三大作风教育等,为搞好廉政建设打下了坚实基础。The CCP and the border area government started ideological establishment of honest - government under Mao Zedong＇ s guidance in order to overcome the corruption in Shanxi - Gansu - Ningxia border area. It mainly includes： education of serving the people heart and soul, education of style for living plainly and struggling hardly, cadre training, launching the rectification movement and education of the three important works - styles etc, which made a solid base for the honest - government establishment.
