摘　　要：中共中央关于《建立健全教育、制度、监督并重的惩治和预防腐败体系实施纲要》是我们党总结历史经验,在科学判断新形势基础上做出的重大战略决策。从《实施纲要》的指导思想、反腐体系的总体特点到体系的设计和要素的安排都深刻蕴含了以人为本的理念。The Implement Outline of Establishing and Amplifying the Penalty that Lays Equal Stress on Education, System, and Supervision and the System that Prevents Corruption released by The Central Comnfittee of the Communist Party of China is our Party＇ s great strategic decision after summarizing historical experience and making scientific judgment of the new situation. By studying and pondering the Implement Outline, it can be found that the people-orientated principle is profoundly contained in its guiding ideology, anticornuption system＇s features, and the system＇s design and arrangement.
