试论研究型大学的校院二级科研管理工作

摘　　要：文章分析了高校校院二级管理的现状,以及学校和学院在科研管理工作中的任务及其职责分工,指出学校应加强科研工作的宏观调控,制定相关政策;争取重大项目,强化基地建设;加强目标管理,建立评价体系,重视科研成果转化。而学院应加强过程管理,重视人力资源调研和信息沟通,加强人才培养。This article analyzes the present situation of university-school, the two-level management, and the role and the assignment of the university and school in the scientific research management, pointing out that the universities should strengthen the macro-regulation of scientific research work by making policies concerned; seek major project, improve the base construction; improve the target management, establish evaluation system, and attach importance to the transformation of research result. Meanwhile, the school should improve the process management, focus on human resources sur vey and information communication, and enhance the cultivation of talents.
