长株潭一体化政府合作模式研究——基于府际管理和复合行政理论

摘　　要：长株潭一体化经过“试验阶段”、“总体规划启动阶段”,从2006年开始进入“规划加速实施阶段”,在“规划落实、全面推进、重点突破”的思路下,现有的湖南省长株潭经济一体化协调领导小组在具体项目实施和公共管理的中、微观领域显得鞭长莫及,而三市政府落后的合作模式已经成为长株潭一体化进程缓慢的本质原因。回顾并对比相关理论,提出了长株潭三市政府合作的网状合作模式,并系统地介绍了模式的构成体系和指导思路。Integration for Chang-Zhu-Tan has experienced ＂experiment phase＂ and ＂Overall plan startup phase＂, and now is entering into the ＂accelerated putting in practice phase＂. Under the direction of ＂ putting plan into effect, all-sided boost and keystone breakthrough＂, now ＂ Hunan Province Leading Group of Integration for Chang-Zhu-Tan Compatible Development＂ can hardly reach into micro and macro public administration. The undeveloped cooperation mode of the three cities is the key of the cause. Looking back and comparing several related theories, the Reticulation Government Cooperation Mode has been stated out and an introduction as well as directing idea has been analyzed.
