摘　　要：发展和壮大农村经济,解决农民就业,增加农民收入是社会主义新农村建设的中心环节,而这些又取决于金融政策对农业的扶持力度。但是随着我国正规金融在农村市场的萎缩,农村金融日益陷入边缘化的状态,从而使农村金融对“三农”的支持乏力,这已经成为农村经济发展的“瓶颈,”成为新农村建设的重要制约因素。因此,破解农村金融边缘化的问题已迫在眉睫。It is very important for our new rural construction to develop rural economy,resolve farmer employment problem and increase farmers＇ income, which depend on the financial policy. With the lessening of our banks in the rural market, rural finance is gradually forced to the weakening. It means that the rural finance can＇t support the ＂agriculture, rural areas and peasants＂ very well. The above problem has already become the obstacle of our rural ecofiomy development. Thus, it is necessary to solve the problem of rural finance weakening.
