三峡库区灾害环境安全保障浅析

摘　　要：库区灾害环境现状堪忧.从库区城乡灾害环境的实际情况出发,分析了库区城乡灾害环境安全保障存在的主要问题.研究了实施库区城乡灾害环境安全保障战略的重要意义,并探讨了建立库区灾害环境安全保障战略研究思路.最后从战略重点、主要研究任务、主要灾害防治的关键技术问题,以及政策措施健全与实施等方面,提出了实施库区城乡灾害环境安全保障战略的有效途径.The current situation of disaster environment is not well at the Three-Gorges Reservoir Regions. Based on the actual situation of disaster environment, the existed main aspects are analyzed in the assuring security of the disaster environment at the Three-Gorges Reservoir Regions. The important connotation is deduced to carry out the security strategy of disaster environment. The research idea is discussed to set up the security strategy of disaster environment at the Three-Gorges Reservoir Regions. It concludes the valid channels, including the strategy priority, the main study task, the critical technique to prevent disaster and some policy implemented to carry out the security strategy of disaster environment.
