摘　　要：城市经营是目前理论界的一个热门课题。然而,目前关于城市经营的研究探讨,主要集中在城市经营的内涵、内容、经营对象以及经营模式等方面,对于城市经营中政府和市场的关系问题则涉及较少。在明确城市经营内涵的基础上,讨论了城市经营中政府和市场所存在的缺陷,并提出了相应的改善措施。City management is nowadays a hot topic in theory circle. However, the discussions on city management focus most on connotation, management objects and management mode, etc. , less on the relationship between government and market. On the basis of clarifying the connotation of city management, this article mainly discusses the shortcomings of the government and market and proposes some measures to improve city management.
