摘　　要：文中围绕军事电子信息系统顶层设计的基本问题,结合在军事信息系统建设中的认识和实践,对顶层设计的基本概念、必要性、地位作用、实施策略、方法步骤进行了探讨,以期对军事电子信息系统顶层设计工作的开展有所促进。Focusing on the basic issues of top-layer design for the military electronic information system, this article discussed the fundamental concept, necessity, status and function, implementing policies, methods and procedures, based on the experiences in construction of the military information system.
