摘 要:我国当前所存在的一系列制度如户籍制度、社会保障制度等在很大程度上影响着高校毕业生的预期净收益,从而影响着高校毕业生的初次就业以及再就业决策。随着高校扩招,毕业生快速增加,他们初次就业流向很不均匀,大都向沿海地区以及大城市流动。再就业时流动成本很高,流动的难度加大,这又反过来影响他们的初次就业决策。要改变沿海地区和大城市人才相对过剩以及西部和农村地区人才匮乏的现状,就要改革一系列妨碍高校毕业生流动的制度,为他们提供一个良好的制度环境,使得人才能够充分自由流动。Now in our country there are household registration system, social insurance system and so on. They have deep influence on graduates' expectation net revenue, and finally affect graduates' decision-making of their first employment and reemployment. With colleges and universities expanding , the number of graduate is increasing rapidly. Graduates flow unevenly in their first employment . Most of them flow to the coastal areas and big cities. When they want to change jobs, the floating cost is nigh and the mobility is very difficult. Conversely, this affects their first employment decisions. In order to change the condition that talent is surplus relatively in coastal areas and big cities but lack in Western China and rural areas, we should reform the system that hamper graduates' mobility and provide a good institutional environment for talent' s free flow .
