摘 要:1949年以后,我国集体林产权制度发生了多次变迁,分析了集体林产权制度变迁及其绩效,并讨论了与集体林产权制度密切相关的政策。分析结果表明:集体林产权制度是发展林业和提高农民收入的前提。集体林产权制度安排需要相适应的制度环境,产权的明确与清晰是集体林业发展的前提和必要条件。而不是全部。提出了相应的政策建议,尤其是林业产权制度变迁要充分考虑到林业生产的特征,力戒产权制度变迁的急躁冒进。Foresdand tenure institutions have been changing since 1949, the new institution change in China collective forest regions is underway. Institutional arrangements, changes and performances of foresdand tenure in China collective forest regions have been discussed; in the meantime, the relevant policy issues are also discussed. The result indicates that rational forestland tenure is the precondition for forest resource management and increasing farmers' income, collective forestland tenures requires corresponding rational institutional environment. Some policy implications have been listed, such as characters of forest resources, stable processes of institutional changes, local participations and foresdand transfers under controlling.
