摘　　要：构建基于强制性要素的城市规划体系,其编制应转变以目标为导向的逻辑体系,建立地方城市发展的技术政策与准则和强制性要素体系,制定强制性要素控制指标,实现强制性要素的分级表达,建立强制性要素数据库,编制可持续改进的程序。In planning based on compulsory elements the logic system should be changed guided by the purpose; the technical policies and guidelines as well as the system of compulsory elements for the local urban development should be established; the control target for compulsory elements should be set up so as to realize the goal of expression of compulsory elements by stages and establish a data bank for compulsory elements and work out the program capable of sustainable improvement.
