摘　　要：文章对《河北省建筑地基承载力技术规程》编制背景和编制方法予以说明,对其中的若干规定和要点做出解释,并结合编制该规程的一些体会阐述了如何正确理解和执行规范的观点。The background and method of drawing up the ＂Technical Regulation on Loading Capacity of Building Foundation, Hebei Pronince＂ are reviewed first in the paper; some of the stipulations and key points are then explained ; finally some views on how to understand and perform the regulation is discussed with some understanding during the drawing up of the regulation.
