摘　　要：经济欠发达地区在未来五年内如何有效改变落后局面,制定和落实好“十一五”规划是一个关键因素。本文根据山东省菏泽市牡丹区自身发展能力有限、位于城乡结合地区等实际情况,阐述了其在“十一五”期间的发展目标、发展方向、发展措施、发展载体、空间布局和金融支持等内容,给出一个较为系统地发展构想。How to change undeveloped situation in the future five years？ The undeveloped region should make a wonderful eleventh-five-years development strategy. Based on the limited developing ability, including urban and country units, the author sets forth the developmental goals, directions, measures, carriers, regional arrangement and financial supports, and argues that the development strategy should be systemic strategy.
