摘　　要：大学并非天生享有自治的特权,而是办好大学的内在逻辑要求使然;大学自治并不意味摆脱政府的干预或控制,而是存在边界限制。政府给予大学相对自治权,更有利于实现国家的长远目标,更有利于创建世界一流大学和办出大学特色。大学自治还需伴随大学自律,校际竞争是实现大学自律的最佳途径或手段。It isnt inherent for Universities to have the privilege of autonomy, but it is logical desire to develop universities instead. University Autonomy doesnt necessarily means getting rid of intervening or controlling from governments, but means having border restriction. The relative autonomy of Universities is more propitious to realize governmental long - term objects, to build first - class universities and to have special features for universities. However, University autonomy must go with self-discipline, whose best avenue to realize is competition among universities.
