摘　　要：结合河南煤矿开采条件和安全生产现状,初步探讨了如何提高煤矿防灾抗灾能力,指出必须从系统的角度,利用已取得的技术成果和现代信息科学技术,结合各矿区的特点,从矿井开拓、开采、通风、灾害防治等方面入手,通过技术改造完善系统,改进装备,提高管理水平,从而建立“本质安全型”矿井安全开采体系.In order to improve the capacity of prevent and fight disaster, the achieved technique and present information science technology of mine must be adopted, and then improve the technique by the char-acter of itself on the view of systematic engineering. Also we should improve the systems, equips and control lever from mine exploit, mining, ventilation and prevention disaster, to build ＂intrinsically safe＂ min-ing system.
