城市突发公共事件应急能力评估体系及其应用

摘　　要：在分析我国应急体系建设成果以及城市突发公共事件应急状况的基础上,指出了当前开展城市突发公共事件应急能力评估的目的和意义,构造了城市突发公共事件应急能力评估体系,提出了城市突发公共事件应急能力评估方法,结合在南方某市开展的应急能力评估,利用统计学方法确定了评分的统计学意义后,给出了该市的突发公共事件应急能力的状况,指出了该市在应急能力发展方面需要改进和加强的地方,为改善城市应急管理水平提供了参考。Based on detailed analysis of emergency system study and Chinese urban conditions, objectives and significances of capability assessment for urban emergency incident readiness are pointed out. Emergency capability assessment systems and method of urban are put forward. As the example of urban emergency capability assessment in south China, index grades from experts are coherent from statistic. From results of a certain south city emergency capability assessment, conditions of urban emergency capability are given and its emergency capability is higher. Also aspects for the city to improve in the future are presented. It offers references for urban emergency capabilitv imorovement.
