摘　　要：城镇体系规划管理是城市规划管理中的重要内容,本文结合重庆市规划管理的模式和规划电子政务平台的建设,基于全市电子政务网,在建立基础地理空间信息(1∶10000地形图)库的基础上叠加规划成果数据库,并统一采用ARCSDE引擎技术存入ORACLE数据库。市级规划部门局域网内采用客户/服务器模式建设系统,区县规划管理部门充分利用电子政务网络,以浏览器/服务器模式查询使用,既实现市级规划部门对区县规划部门业务工作的指导和监督,又满足区县规划部门对市级平台信息的查询,达到城镇体系规划管理信息的两级共享和对规划建设的有效管理。Urban system planning management is an important content in urban planning management. Combining the construction of planning management mode and planning E-government platform of Chongqing City, this paper introduced the Urban System Planning Management Information System for Chongqing City. It overlaid the planning production database on the fundamental geographic spatial database （1：10 000 topographic map）, and stored it in ORACLE database using ARCSDE Engine technology based on the E-government Network of Chongqing City. The planning department in city level constructs the system using Client/Server mode in Intranet. The planning department in district and county level query and apply the system using Browser/Server mode in E-government Network. Therefore, the planning department in city level can guide and supervise the planning department in district and county level in business operation, and the planning department in district and county level can query the information from the platform of city level using the system. It realized the sharing of urban system planning information in 2 levels and the effective management of planning and construction.
