摘　　要：从典型案例入手,介绍了利益相关者及其界定,界定了天保地区利益相关者,从调查结果找到了天然林保护主要利益相关者的需求;分析了天保工程实施后,政府和森林经营者等确定的利益相关者的受益、受损,以及天保工程实施对预期和潜在的利益相关者的影响,以期为林业管理体制的改革提供依据。The aim of this investigation is to provide basis for forestry management reform. Based on one typical case, the paper introduced the stakeholders of the natural forest protection project （NFPP） and its definition. The demands of the main stakeholders are found. The effects on the doubtless stakeholders includiag the government and the forest managers and the potential and prospective ones are analyzed. It affects local society, local ecology and local economy noticeably.
