摘 要:对土地利用规划实施带来的环境影响的评价属于战略环境评价范畴的回顾性评价,借助反映生态效应的生态系统服务价值的变化可以定量描述土地利用规划通过土地利用对环境带来的影响。论文采用干旱区生态资产价值核算技术和方法,估算了规划基期、近期和规划实施评价期的生态资产价值,不同时期生态资产价值的变动趋势表明区域环境因规划实施得到改善。本文最后讨论了利用生态资产价值核算技术筛选环境可行的规划备选方案的局限性和存在的问题。The strtegie environmental assessment(SEA) can be divided into predictive SEA, follow- up SEA and reviewing SEA. The assessment of environmental impact produced by implementing land use overall planning is reviewing one of strategic environmental assessment, which can quantitatively depict the effect on regional environment induced by land use change after carrying out land use planning. Ecological effect can be seen as sum of vaious influnence on ecosystem by human action, and expressed by values of accounting ecological service. With technology and method of accounting ecosystem value in arid area, service value of regional ecosystems is caculated in year of starting point, adjacent special time, reviewing time of planning,and the trend of service value change in different time implys regional environment towords better state During the implement, building land and cropland has been increasing, and woodland, pasture land decreasing, specially unused land. Regional ecosystem service value benefits from enlargement of artificial oasis, for the artificial oasis with high inputs has higher value than the natural oasis. Water resource from transwatershed is main contribution. At last,limits and issues are discussed in determining environment - feasible alternatives by use of ecosystem service value accounting. Failures with ecoligical service value is recognized. Ecological service value accounting is feasible for environmental- feasible choice of alterntives.
