摘　　要：建设和谐南通存在的主要问题是:经济结构有待调整,资源环境压力较大;社会保障欠完善,劳资矛盾突出,社会治安存在隐忧。必须采取相应的对策:一是积极推进社会主义民主政治建设;二是加速经济结构调整,大力发展循环经济;三是努力推进城乡统筹发展,完善社会保障体制。To construct harmonious Nantong, it is necessary to adjust the economic structure, and now we face the problems like environmental protection pressure, imperfect social welfare, the enlarging gap of income between urban citizens and rural citizens, sharp contradiction between labor and capital. This paper proposes some countermeasures： First, we should positively promote socialism democratic politics; Second, we can readjust the economic structure and vigorously develop the circulation economy; Third, we should draft an overall development plan for both urban and rural areas, and perfect the social welfare.
