摘　　要：以地方政府财政科技投入绩效为评价对象,完整阐述了评价模型体系的构建原则、特点、结构、功能,给出了一个评价方法库。模型体系突出了模块化和开放性,可为开展政府科技投入绩效评估实际工作,提供理论支撑和实际操作指导。The evaluatiing object of this article is pertformance of local governament financial investment in Science and Technology（S＆T）. In this article,an evaluation model system（EMS） about principle,character, framework and function is put forward. EMS give prominence to modularization and poening,can offer a suit of theory and guide for local government.
