摘　　要：近期我国经济过热,调控过程艰难,致因是多层次的。除了调控环境复杂等客观因素,体制不完善是根本原因。经济转轨和经济发展过程,是“政府-市场”关系优化的过程。尽管调控需要经常性的相机抉择,但要使调控效应持久平稳,必须构建宏观调控长效机制。政府归位、依法调控、保持政策连贯性是长效机制建立的保证,加强信息化建设、强化政府智力支持系统建设是宏观调控长效机制的基础。Recent years have seen the overheated micro economy, toughly regulating process, and the reasons are multi- level. Besides the objective reasons such as the complicated environment for regulation etc,, imperfect system remains the root reason. Economic restructure and development is also the course of optimizing the relation between government anti market. Although regulation needs constantly decision made according to real situations, long- term mechanism of micro economy control must be generated to maintain the control＇ s a lasting stability. Governmanent returning its haste responsibilities, regulation complying with laws, and policies cantinuality can guarantee the founding of long- term mechanism. Meanwhile, strengthening information construction, promoting intelligent assistant system for the government would be the basis of long- term mechanism fur micro economy regulation.
