行政文明视角中构建我国责任行政的路径选择

摘　　要：责任行政与行政文明有着天然的联系,它是行政文明的重要组成部分:责任行政蕴含于行政文明之中,行政文明包含责任行政;责任行政是实现行政文明的手段,行政文明是实施责任行政的目的;责任行政是提升行政文明的过程,行政文明是实施责任行政的结果。责任行政理念的培育、责任行政制度的创新、责任行政主体和责任行政行为的塑造,可以从不同的路径提升行政文明的水平。Naturally tied with civilized administration, responsibility administration is an important component of civilized administration： the former is contained in the latter; responsibility administration is a means of civilized administration and the latter is the purpose of the former. Responsibility administration is the process of promoting civilized administration and the latter is the result of the carrying out of the former. Through the adoption of various approaches, the cultivation of the ideology of responsibility administration, the innovation of responsibility administration system and the moulding of responsibility administration entities and their behaviour can promote administration civility.
