沿海城市循环经济发展的三个推进层面

摘　　要：沿海城市工业经济如果继续沿用粗放型的经济增长方式,实现全面建设小康社会的战略目标,资源将难以为继,环境将不堪重负。沿海城市工业经济必须探求一条以循环经济为核心的资源节约型集约的可持续发展道路。循环经济是在传统经济的资本资源循环、人力资源循环的基础上强调人类干预下的自然资源的循环。循环经济的理念和思维要求以全新的视角重新审视沿海城市的长远发展、战略定位和总体布局,从观念、法规和技术三个层面认识循环经济发展的规律和推进策略。if the industrial economy in coastal cities continues to use the extensive economic growth mode in order to realize the goal of an all - round well - off society, the resources will be exhausted or partly exhausted and the environment cant be burdened with the heavy load. So the industrial economy in coastal cities must probe into an intensive sustainable development strategy of resources - saving mode with the core of circular economy. The circular economy, based on file traditional economy capital resources circulation and human resources circulation, lays stress on the nature resources circulation under the human interference. The principle and thinking of circular economy require reviewing the long - term development, strategy orientation and general planning from new angles of view, and apprehending the law of development of circular economy and the advancing strategy from three levels of concept, laws and technique.
