摘　　要：定价和收费是一种资源分配的重要手段。理想的收费和定价必须平衡经济效率、社会公平与运输成本。定价和收费是政府和城市交通规划者必须了解和考虑的因素,是对城市交通规划的重要组成部分。扭曲的定价及收费将传递错误的信息,将不利于规划目标的实现和规划方案的实施。Pricing is one of the most important instrument for resource distribution. Resonable pricing should balance economic efficiency; social fair and movement cost. Pricing is not only the concerment which the governor and the planner should be consided, but also the important part of transportation plan. Contorted pricing will sent the wrong imformation and that will prevent realizing the aim of plan.
