摘　　要：针对我国西部少数民族地区公共图书馆事业发展缓慢的问题,建议图书馆的设想,提出了三种负债经营;从负债发展的必要性、可行性进行了理论探讨,并对负债经营模式进行了风险规避分析,对解决我国西部少数民族地区公共图书馆发展瓶颈,解决图书馆面临的现实问题提供了一种崭新的理念。Aiming at the low development of the public libraries in minority areas of western China, this paper puts forward three kinds of developing models for these libraries. The paper also discusses the necessity, function and feasibility of development in debt and analyzes how to resist the risk brought by it. Furthermore, the paper presents new ways to resolve the bottleneck problem in the development of public libraries in minority areas as well as their realistic problems confronted by these libraries.
