摘　　要：本文在对大量基金项目调查的基础上,根据市场经济发展的要求,以我国相关的科技政策和法规为依据,结合基金项目的特点和实用性要求,确定了以学术水平,社会效益,经济效益为一级指标,九个二级指标和四个等级的评价指标体系.On the basis of investigation of NSFC projects, considing the requirment of development of market economy, policies and rules of scientific research and characters of NSFC projects. We identify academic level, social benefit and economic benefit as the first -rate critera of valution system and estiblish nine sub-degree criteraeach of which is divided into fuor diffdrent degrees.
