地方政府在发展不同农民专业协会中的绩效评价

摘　　要：以宁夏平罗县宝丰镇奶牛养殖协会的实地调查资料为基础,以分析政府推动型、市场推动型和混合型3种不同类型农民专业协会发展中的地方政府行为为出发点,通过选取促进农民增加收入,促进协会发展,促进农民合作知识的认知,提高农民科学技术能力和提高农产品的商品率5个指标来评价地方政府在农民专业协会发展中的绩效。结果表明:政府在促进不同类型的农民专业协会发展中的扶持行为具有不同的作用,总体发展最优的为混合型。Based on the detailed investigating data about the cow associations in Baofeng town, Pingluo county, Ningxia province, in the paper the local governmental performance in development of the three kinds of farmer professional associations was valued with five indexes, which included the farmer income, the association development, the farmer reorganization, the farmer technology ability and the commodity rate of agricultural products. The result showed that there were different functions for local government to develop the different farmer associations. And the complound association was best style in three kinds of farmer professional associations.
