摘　　要：为了能够最大限度地降低城市地震的危害,在城市地震灾害特点的基础上,通过对地震灾害致灾源、城市特点等方面的分析,从城市抗震、防灾和减灾等方面提出了对策及措施,即完善地震监测预报系统;做好工程结构抗震减灾的新体系、新材料、新技术的选用;规划避震疏散路线和地震应急避难场所;加强城市生命线系统的监控等.In order to reduce damage of city earthquake to the lowest, the characteristic of the sources that cause earthquake disasters and the characteristic of the city were analyzed in this paper. Based on those analyses, five countermeasures to reduce the disaster of cities were put forward from different aspects, i.e., perfection of early warning system, doing well in construction project fortification against earthquake, application of new-type construction material innovation system and new technology, laying out earthquake evacuation route and urgent refuge and enhancing monitoring of lifeline system.
