摘　　要：西方民主与中国民本之说由来已久,二者各自代表了民族政治哲学的最高理想。鉴于近代以来多有学者将二者混同相比较,本文从权力性质的角度讨论了政治与行政、民主与本民的异同,由此提出民主政治与民本行政共同构成完整的“权力回路”的观点。并在此基础上,结合中国传统民本行政思想探讨了行政伦理对加强民主政治和民本行政的作用及方法。The theories of western democracy and Chinese man-orientation have a long history. Both represent the greatest political ideals respectively. According to the facts that many scholars confuse the two concepts in recent years, this paper discusses the similarities and differences between politics and administration, democracy and man-orientation from the angle of power＇s nature, and brings forward the concept that democratic politics and man-oriented administration make up of ＂power circuit＂, Based on the ideas and together with Chinese traditional thoughts of man-oriented administration, this paper discusses the functions and ways to strengthen democratic politics and man-oriented administration through administrative ethics.
