摘　　要：本文主要阐述了《中共中央关于制定国民经济和社会发展第十一个五年规划的建议》的重大突破与创新:一条红线——以人为本,全面协调,可持续的科学发展观贯穿始终;六个亮点——以可持续发展观统领经济社会全面发展。这是党中央落实科学发展观的重要步骤,以科学发展观统领经济社会发展全局的行动纲领。In this article , the significant breakthroughs and innovation on 《The suggestion about formulation of national ecnomy and social development in the eleventh five - year - plan from central committee of the CPC》is elaborated ：An obvious due - based on human heing,coordinate over-all, scientific idea about lasting development runs through ;Six viewpoint -commanding cenomy and social development by scientific idea about development.
