摘　　要：民主从萌芽时起就是表示人民群众或社会统治阶级与国家权力的关系,发展到当代,它已成为世界各国政治发展不可抗拒的历史潮流。政治民主之所以发展成为不同国家、不同民族普遍的价值追求,在于民主政治是保证社会稳定、进步与持续发展的必不可少的基础。而民主政治的成功与否就是能否保证政治决策形成和实施的民主化和透明化。中国共产党作为人民群众利益的代表,理所当然是政治民主决策的现实主体。若要保证决策形成和实施的民主,共产党除保持自身必须民主外,还必须建设切实法律保障的民主政治决策的社会生成机制。Democracy means the relation ship between the demos mass or social ruling class and the state power at its budding. As it has been developing uptill today, democracy has become the undisputed history stream of the development of every country in the world. Democracy has grown as the universal value pursuit of various countries and nationalities, because it is the absolutely necessary basis that it can ensure social stabilization,advancement and continuous development. And the core of democracy is to keep the formation and practice of political decision democratization and transparence On behalf of the advantage of demos mass, the CPC has gone without saying to become the main body engaging in democratic decision. If decisions in forming and practice are ensured democratic,the CPC must construct community-building mechanism of democracy decision it has a solid law guarantee besides keeping self-democracy.
