中国海岸警卫队兵力部署综合评定指标体系研究

摘　　要：首先通过分析海洋执法战略、海洋执法面临的任务、海洋地理环境、经济实力和现有海洋执法队伍基础对兵力部署的影响，提出了中国海岸警卫队兵力部署的基本要求和基本原则；然后按照我国海区划分方法，将中国海岸警卫队总队划分为北海总队、东海总队、南海总队，并进一步阐述了划分的思路和理由。采用定性和定量相结合的方法，分析了中国海岸警卫队支队选址的影响因素，建立了其综合评定的指标体系，得出了综合评定模型。The paper analyzes the strategy of executing law on the sea, the mission of executing law on the sea, the national oceanic geography environment, the national economic state and the foundation of existing law enforcement, which affects troop dispositions. Successively, the paper develops the basic demands and principles for the troop dispositions of the ＂Chinese Coast Guard（CCG）. According to sea area, the paper divides ＂CCG＂into three ＂CCG＂ chief group： Beihai chief group, Dong- hal chief group and Nanhai chief group, and specify the thought and reason of the division. Taking the qualitative and quantitative methods, the paper proves the influencing factor for the location of the troop dispositions of each district group of the ＂CCG＂, founds the index system and comprehensive evaluation model.
