摘　　要：文章以浙江省下山移民脱贫为案例,分析移民行动发生过程中政府的动机及实践中存在的问题,并探讨“自下而上”的贫困群体自主脱贫和“自上而下”的政府扶持服务相结合的扶贫模式,以期实现对贫困问题的良性治理。Based on fieldwork Zhejiang in 2005 focusing on the province’s anti-poverty experience,the paper analyzes the motivations of government actions and problems in practices of migrating mountainous residents,compares two different ways of poverty alleviation,“bottom-up”model of poor people’s self-relied poverty alleviation and“top-down”approach led by the governments,and suggests a model with“bottom-up”initiative and“top-down”governmental supports as the anti-poverty strategy.
