价值工程在重庆仙女山国家森林公园旅游项目开发决策中的应用

摘　　要：价值工程是一门技术、经济、管理交叉结合的新兴学科,被列为国际公认的六大现代管理技术之一,其目标是以最低的成本稳定实现所需功能,获取最佳综合效益,但这一技术在旅游行业中的应用还极为少见。本文以重庆仙女山国家森林公园为例,专门论述了在旅游项目开发中如何有效利用价值工程的思想方法和运行机制来增强旅游经济的运行质量和整体效益,解决旅游资源价值最大化的问题。Value engineering, appearing in America in 1940s, is a newly emerging discipline which combines many subjects such as technology, economy and administration. Regarded as one of six kinds of international modem administration technology, value engineering is commonly used all over the world. The goal of this administration technology is to realize the need function on the little cost and achieve the best comprehensive profit by analyzing the cost and the function systematically and creating continuously. In China, this technologyhas been applied on the area of product and engineering of industry since it was introduced in 1978. Recently, it has spread to agriculture, business, sanitation and scientific research areas and so on. Many achievements about value engineering have been gotten in so many areas. But this technology applied to tourism is not common and from the concept angle on great majority. There are not many experimental cases from the combined aspect of quantity and quality or the pure aspect of quantity. Many researchers have described how to apply value engineering in the development course of tourism products and tourism resource. But researches on value decision to many plans such as designing tourism items, selecting products or resource are very few. Taking the national forest park of Xian-nv mountain in Chongqing as an example, this paper discusses how to utilize the idea and the mechanism of value engineering to improve the operation quality and the whole interests of tourism economy, to resolve the problem of how to maximum the value of tourism resources in exploiting the tourism item effectively.
