摘　　要：农民工的管理与福利制度安排已成为当前构建和谐社会的一个主要矛盾。维护农民工的合法权益,改善他们的就业环境,对于缩小城乡差距、构建社会主义和谐社会有着重要的现实意义和深远的历史意义。The management and welfare system arrangement of peasant workers has become the major conflict of building harmonious society. Maintaining peasant workers＇ legal rights, improving their employment environment, these are important in lessening urban-rural disparity, building socialist harmonious society.
