摘　　要：电子政务是信息网络技术与现代管理理论相结合的产物。电子政务的形是电子政务的硬件基础和服务形式,电子政务的神是电子政务在行政管理活动中的管理创新和主导价值取向。现代政府的价值观是以新公共管理理论为依托和背景的,电子政务积极地促进现代政府价值观的形成。The E-government affair is the result of the information network technique combining modem management theory. The shape of the E-government affairs is the hardware foundation and service form of the E-government affairs, and the essence of the E-government affairs is E-government management innovations and leading values in administrative activeties. The modem, government＇ s values are taking new public management theory as background. The E-government affairs promote the forming of the modem government＇s values actively.
