城市安全资源整合及事故应急救援体系的研究

摘　　要：通过对城市安全管理机构、人力资源的整合,建立统一、规范、科学、高效的生产事故应急指挥体系;通过对现有城市各种资源的整合,建立分工明确、优势互补、常备不懈的生产事故应急响应体系;通过对现有灾害事故的信息系统整合,建立信息共享、机制优化、科学减灾的生产事故应急防范体系;通过对城市应急体系关键技术的分析研究,使省(市)生产事故应急做到领导一元化、指挥智能化、决策科学化、保障统筹化、防范系统化,进一步增强和保证省(市)安全生产综合管理能力和抗风险能力.The uniform, normative, scientific and efficient emergency command system for city accident should be constructed by configuring the organizations and material-facillty resources. The emergency response system for city accident that work and responsibility can be clearly divided, superiority complementary and preparation all the time should be constructed by configuring the varied resource of existing enterprise. The emergency treat ＆ protection system for city accident that co-share all message, mechanism optimization, sustaining endeavor scientific reduction for disaster should be constructed by configuring the message system of existing accidents. Consequently the provincial scheme of emergency for city accident could be brought under Central readership, intelligently conducted, scientifically decided, comprehensively safeguarded and systematically protected by analyzing and studying the key technology of Emergency System, then the comprehensive ability of management and anti-risk ability of provincial scheme of emergency management for city accident could be ulteriorly strengthened and ensured.
